Qualche volta quel che si legge sembra davvero passare il segno. L’articolo del professor Perotti pubblicato sul Sole 24 Ore del 7 maggio “Gli ambasciatori e la spending review” fornisce diversi dati inesatti o palesemente strumentalizzati. Desidero fornire qualche precisazione anche per evitare che, pi\u00f9 o meno volontariamente, si arrechi danno a un’intera Amministrazione e a una categoria di funzionari dello Stato oggi, ancor pi\u00f9 che in passato, essenziali ai fini della promozione degli interessi politici, di sicurezza ed economici dell’Italia nel mondo.<\/P>

L’articolo alterna in modo decisamente fuorviante riferimenti ad asseriti guadagni dei diplomatici all’estero e a Roma e trae conclusioni del tutto erronee perch\u00e9 basate su una comparazione tra dati non omogenei. L’affermazione che i diplomatici guadagnano in media 10.000 euro al mese \u00e8 infondata. La cifra si riferisce alle sole posizioni apicali della Farnesina (14 persone su 901). Lo stipendio mensile medio netto dei diplomatici in servizio a Roma \u00e8 pari a circa 4.750 Euro, che scende a 3.330 euro quando essi sono in servizio all’estero. Per coloro che si trovano all’estero allo stipendio, fortemente decurtato, si aggiunge un’indennit\u00e0 forfettaria, onnicomprensiva anche di voci di spesa personali e istituzionali che in altri Paesi sono invece pagate per intero dall’Amministrazione di appartenenza.<\/P>
\n
Tra queste l’alloggio (a eccezione dei capi missione che usufruiscono della residenza ufficiale), le scuole per i figli, i viaggi di congedo, le utenze della residenza, la benzina per i trasferimenti di servizio, in molti casi le spese mediche, ecc. Nel nostro sistema ci\u00f2 avviene solo in minima parte e non corrisponde al vero che \u00abil personale di servizio, il telefono, le multe, le piccole spese di manutenzione\u00bb siano direttamente a carico dell’Amministrazione. L’indennit\u00e0 di rappresentanza, il finanziamento cio\u00e8 di attivit\u00e0 di promozione del sistema Paese, \u00e8 soggetta a puntuale rendicontazione e ad accurate verifiche ispettive. Anche in questo caso nel sistema italiano gli oneri di rappresentanza costituiscono una componente dell’indennit\u00e0 individuale, mentre in altri Paesi sono sostenuti direttamente dal bilancio dello Stato.<\/P>

Siamo i primi a riconoscere che la procedura italiana per la retribuzione all’estero, ereditata dal passato e che pure ha comportato significativi risparmi nei costi di gestione, \u00e8 oggettivamente complessa e richiede, nello stesso interesse del Ministero degli Esteri, una immediata revisione. L’Amministrazione sta lavorando a una serie di proposte ispirate ai modelli dei servizi diplomatici occidentali che distingue lo stipendio percepito dalle spese per il servizio all’estero.<\/P>

Ci auguriamo vivamente che in questo modo non si confonda pi\u00f9 il guadagno con il costo del personale. Questa riforma si inserisce in un contesto di scarse risorse che non permettono purtroppo alla nostra Amministrazione di adottare integralmente il ben pi\u00f9 vantaggioso sistema vigente nei servizi diplomatici dell’Unione europea e dei nostri principali partner, perch\u00e9 troppo oneroso in termini di costi amministrativi e di spese accessorie. I tedeschi pagano direttamente ai dipendenti all’estero l’insegnamento delle lingue, i viaggi di sopralluogo prima del trasferimento per tutta la famiglia, addirittura il guardaroba idoneo al clima del Paese di destinazione, un’indennit\u00e0 di separazione e doppio alloggio nei casi in cui la famiglia debba vivere in Paesi diversi, un’indennit\u00e0 di arredamento, ecc.<\/P>

Queste informazioni sul sistema tedesco risultano essere state fornite direttamente all’autore dell’articolo, che non ha ritenuto di commentarle o di riprenderle. Per dirla chiaramente: siamo pi\u00f9 che interessati ad adottare il sistema tedesco o quello europeo da subito, ma non ci \u00e8 consentito perch\u00e9 occorrerebbero maggiori risorse. \u00c8 una soluzione che ci risparmierebbe accuse infondate.<\/P>

Al di l\u00e0 dei metodi di calcolo delle percentuali, sui quali si pu\u00f2 discutere, queste sono le cifre ufficiali dei bilanci di previsione 2013 delle diplomazie europee, depurati dall’aiuto pubblico allo sviluppo e per il Regno Unito dai costi delle agenzie esterne al Foreign Office che svolgono funzioni che sono, in Italia, di competenza della Farnesina: Italia 1.610 milioni di euro, Francia 2.826 milioni di euro, Germania 3.486 milioni di euro, Regno Unito 2.227 milioni di euro. Il lettore attento al peso della politica estera pu\u00f2 valutare facilmente.<\/P>

A seguito delle recenti norme approvate dal Parlamento, la Farnesina ha ridotto l’organico del personale diplomatico di 101 unit\u00e0 (da 1120 a 1019) e quello delle aree funzionali di 1.266 unit\u00e0 (da 4.506 a 3.240) e ha decretato la chiusura di 35 strutture tra ambasciate, uffici consolari e istituti di cultura. I diplomatici italiani effettivamente in servizio sono 901. Nel confronto europeo – dati 2013 – essi sono quindi rispettivamente circa la met\u00e0, un terzo e un quarto di quelli tedeschi (1.865), francesi (2.700) e inglesi (3.350), tutti con una rete estera di estensione analoga alla nostra.<\/P>

Le proposte del Ministero degli Esteri presentate al Commissario Cottarelli prevedono per il 2014 solo tagli di bilancio e per gli anni successivi anche maggiori entrate dai servizi all’estero. I tagli vengono detratti direttamente dai capitoli. Si tratta di risparmi effettivi, contrariamente a quanto riportato. Dispiace inoltre il silenzio circa il taglio di ben 60 milioni (cio\u00e8 un sesto dello stanziamento originario) al capitolo di bilancio del trattamento economico all’estero dal 2009 a oggi. Menzionare tale riduzione avrebbe invece consentito di contestualizzare l’affermazione attribuita a un funzionario della Farnesina circa l’esigenza di evitare ulteriori nuovi tagli.<\/P>

La riforma della Pubblica Amministrazione \u00e8 un obiettivo indispensabile e condiviso al quale la Farnesina sta contribuendo con rigore e determinazione non da oggi. Riformare vuol dire rendere pi\u00f9 efficiente la macchina, non distruggerla o delegittimarla. Crediamo che in questa fase si debba fare attenzione anche a questo aspetto. Lo Stato non pu\u00f2 fare a meno delle sue articolazioni e del suo braccio operativo senza seri rischi, nel caso della diplomazia, per la crescita e la sicurezza del nostro Paese.\u00a0<\/SPAN> <\/SPAN>\u00a0<\/P> Rome\u00a0<\/SPAN><\/SPAN>09 Maggio 2014<\/SPAN><\/FONT><\/P> Sometimes, the things you read really do seem to miss the mark. The article by Prof. Perotti published in Il Sole 24 Ore on 7 May 2014 \u201cGli ambasciatori e la spending review\u201d (Ambassadors and the Spending Review) provides several instances of data that are inaccurate or have clearly been manipulated. I wish to provide some clarification, not least to avoid damage \u2013 deliberate or otherwise \u2013 to an entire Ministry and category of state officials who today, even more than in the past, are essential to the promotion of Italy\u2019s political, security and economic interests worldwide.<\/P> The article makes highly misleading references to the alleged earnings of diplomats abroad and in Rome and draws entirely erroneous conclusions. Erroneous because they are not based on like-for-like data. The statement that diplomats, on average, earn 10,000 euros per month is unfounded. That figures only applies to very senior positions in the Farnesina (14 people out of 910). The average net salary of diplomats serving in Rome is about 4,750 euros, which falls to 3,330 euros when they are posted abroad.<\/P> In addition to their greatly reduced salary, diplomats serving abroad receive a flat-rate allowance that also has to cover personal and institutional expenses that in other countries are paid in full by the employing ministry. These expenses include accommodation (with the exception of heads of mission, who use the official residence), schooling for their children, holiday leave travel, domestic utilities, fuel for work-related travel, and in many cases medical expenses etc. In our system, this only applies to a minor extent. It is simply not true that \u201cdomestic staff, telephone costs, fines, and minor maintenance costs\u201d are paid directly by the Administration.<\/P> Entertainment allowances, which cover expenses incurred to promote Italy abroad, are subject to regular reporting requirements and careful checks and inspections. Once again, in the Italian system entertainment expenses are an element of diplomats\u2019 personal allowances, while in other countries they are paid directly from the state coffers.<\/P> We are the first to recognise that the Italian system for remunerating our personnel abroad, a system we have inherited from the past and which has, nonetheless, brought significant savings in management costs, is, in objective terms, complex. In the interests of the Foreign Ministry itself, it would benefit from an immediate review. The Administration is working on a number of proposals inspired by the models used by other western diplomatic services and which distinguish between salary received and expenses for service abroad. We firmly hope that this will put an end to any confusion between earnings and personnel costs.<\/P> This reform is taking place in a framework of resource scarcity that is preventing our Administration from adopting in full the much more advantageous system used in the diplomatic services of other European Union countries and our principal partners, because the administrative and additional costs are too high.<\/P> The Germans pay certain expenses directly for their staff based abroad: language classes; a familiarisation trip for the entire family before transfer; suitable clothing for the climate of their destination country; a separation and double accommodation allowance, in cases where family members have to live in different countries; a furnishing allowance, and so on. This information on the German system was apparently supplied directly to the author of the article, who chose not to cite or comment on it. To put it clearly: we would be more than interested in adopting the German or European system as of now but we are not allowed to do so because it would require more resources. It is a solution, however, that would spare us unfounded accusations.<\/P> Leaving aside the method of calculating the percentages, which is open to discussion, the official figures (for 2013) for the budgets of Europe\u2019s diplomatic services are set out below. They do not include public development aid or, for the United Kingdom, the costs of agencies outwith the Foreign Office that in Italy fall within the Farnesina\u2019s remit. Italy\u2019s budget was 1,610 million euros, that of France 2,826 million euros, Germany\u2019s 3,486 million euros and the United Kingdom\u2019s 2,227 million euros. Readers interested in the \u201cweight\u201d of foreign policy can draw their own conclusions.<\/P> Following recent provisions approved by Parliament, the Farnesina has reduced its staffing levels: by 101 for diplomats (from 1120 to 1019) and by 1,266 for non-diplomatic staff in our various divisions (from 4,506 to 3,240). The Foreign Ministry has issued decrees to close 35 embassies, consular offices and cultural institutes. We now have 901 Italian diplomats in service. A comparison with other European countries shows that the Italian figure is about half, one third and a quarter of the numbers in the German (1,865), French (2,700) and British (3,350) diplomatic services respectively \u2013 all of which have a foreign network of about the same size as our own.<\/P> The proposals submitted by the Foreign Ministry to Commissioner Cottarelli envisage nothing but cuts for 2014 and for subsequent years even higher income from services provided abroad. The cuts are being deducted directly from our expenditure headings. Contrary to reports, they are real cuts. The silence surrounding the reduction of 60 million euros (i.e., one sixth of the original allocation) in the budget for pay abroad since 2009 is disappointing indeed. A mention of that reduction would have provided some context for the statement attributed to a Foreign Ministry official regarding the need to avoid further, new cuts.<\/P> The reform of Italy\u2019s public administration is a vital and shared goal which the Farnesina is helping achieve through rigour and determination. And has been doing so achieve for quite some time. Reform means making the \u201cmachine\u201d more efficient, not destroying it or depriving it of its legitimacy.<\/P> We believe that in this period we must also pay close attention to this aspect of the question.
